Chat and Chat Room
A place on the Internet where people go to "chat" with other people in an enclosed space called a chatroom. Technically you are typing at each other. There are thousands of Chat Rooms, and can be found in different mediums called a Chat Client. The rooms are usually organized by topic. For example in the Melbourne Room you would expect that most of the participants in the room are probably from Melbourne or in a Gay room, where you would expect to be the chatters to be homosexual males, the participants are usually gay or friends of. When you're in a Chat Room you can view all of the conversations taking place at once on your screen. You can also get into a private chat room (another screen or window) where only you and one or two others may talk. Sometimes called a whisper. Internet chat can be an inexpensive way to keep up with friends and relatives who are online.

Client
A software program that is used to contact and obtain data from a Server software program on another computer, often across a great distance. Each Client program is designed to work with one or more specific kinds of Server programs, and each Server requires a specific kind of Client. A Web Browser is a specific kind of Client.

Chat Client
There are many programs/software to use for chat. By far the simplest and most popular is ISeekYou (ICQ)  The next most popular client is IRC (Internet Relay Chat) these are huge servers that 'hold' thousands of chatrooms all organised alphabetically in subject/interest. The Australian Personals Network had their own channel on the server Oz.Org it looked like this #aus.personals.

127,255,220 ICQ Users Worldwide.  A chat client created by Mirabilis and taken over in 1998 by AOL, it a chat program easily installed that sits on your desktop, and you can 'chat' while you work by chatting to individual people one at a time. Think of it like a switchboard. You can also have an ICQ Chatroom, but these can be full screen, and therefore less popular, than the smaller, non-invasive popup box.

ICQ Hoaxes: The Following info came from Mirabilis (1999) and is still applicable. "From time to time rumors and hoaxes are spread over the ICQ network. Usually these rumors are unfounded. Our veteran users already got used to these kind of hoaxes and simply ignore them. If you are disturbed by these rumors you can put your wwpager and email express on the ignore list. If you get such messages from your friends, please ask them not to disturb you with this kind of communication and to refrain from forwarding them toyou in the future. If you get these messages from strangers, you can put them on your ignore list. If you are really disturbed by it and you are not on "authorize" mode, change your privacy mode to "authorize". IRC
Internet Relay Chat Basically a huge multi-user live chat facility. There are a number of major IRC servers around the world which are linked to each other. Anyone can create a channel and anything that anyone types in a given channel is seen by all others in the channel. Private channels can (and are) created for multi-person conference calls. Internet Relay Chat is among the oldest chat networks, with channels in 60 countries. It was started by  Jarkko Oikarinen of Finland in 1988. and improved on for mass use by mIRC. mIRC is software developed by Khaled Mardam-Bey  in the UK.  There are thousands of IRC channels, also called chat rooms. On Oz.Org on any night there are about  2,000 Channels. These chat rooms typically focus on specific topics, issue or commonality.
