The Australian Federal Police is appealing for public assistance to locate a two-year-old girl who was not returned to her mother at Kempsey, on the NSW north coast, following an access visit with her father in late December last year. 
The girl, Julia Dawn Beaman, was collected at Kempsey by her father, Benjamin David Beaman, for a one-day access visit but she was not returned to her custodial mother. 
Attempts by Federal, NSW and Queensland Police to locate Julia and her father have so far been unsuccessful.

JULY 2002:
The Australian Federal Police is renewing its appeal for public assistance to locate two and a half-year-old Julia Beaman who was not returned to her mother at Kempsey, on the NSW north coast, following a contact visit with her father in late December last year.
A previous appeal from the AFP in February this year resulted in some new leads being investigated but unfortunately did not result in locating the child.
Julia Dawn Beaman was collected at Kempsey by her father, Benjamin David Beaman, for a one-day access visit but despite extensive inquiries by Federal, NSW and Queensland Police the pair has not been seen since.
Julia was born on 8 December 1999, is Caucasian with an olive complexion, a slim build with straight brown hair and dark brown eyes. She is tall for a child two and a half years of age. 
Her father, Benjamin, is 27 years old. He is Caucasian with a dark olive complexion, approximately 190 cm tall with a slim but wiry build, and has dark brown hair and eyes.  He has been known to wear a goatee beard and usually wears sunglasses when outdoors. Benjamin has been employed as a storeman and packer and has done some amateur boxing.
As inquiries in the Kempsey area and in Atherton, in far north Queensland where a number of Benjamin's relatives live, have been unsuccessful, the AFP has decided to make a national appeal for information on the possible whereabouts of the pair.
Any information can be provided to the AFP on 02 9286 4000, the local police, or Crime Stoppers on 1800 333 000 in any state.
A Section 121 Publication Order under the Family Law Act has been made to allow publication and broadcast of this information via the media to help locate Julia.  To ensure that media outlets are not in breach of the provisions of the Publication Order the wording of this release should not be changed.

UPDATE: AUGUST 2002
After 1 year and 2 months Julia was recovered Friday afternoon 9th August 2002.
Ben Beaman has been held and questioned by QLD police on the abduction
A woman who didn't want to be named reported Ben to police after reading the Womans Day article.
